WNU Editor: I call this type of style of letter the "hamburger". The first bun is positive or complimentary. The meat is the bad news (in this case the cancellation of the summit). The second bun returns to being positive .... keeping the door open in the event something happens in the future. I know .... because I use thus style all the time when delivering bad news.
