The Department of National Defense (DND) has initiated the Del Pilar Class Frigate Upgrade Acquisition Project for the Philippine Navy. The project has an approved budget for acquisition of PHP1,540,000,000.00 under the Armed Forces of the Philippines (AFP) Modernization Program.
“The project will be undertaken thru Alternative Mode of Procurement which is Limited Source Bidding, having satisfied the conditions as stated in Section 49 of the Revised Rules and Regulations of RA 9184,” the DND said.
Among the pre-selected proponents/suppliers invited to participate are Ultra Electronics, Hanwha Systems, and SAAB Group.
Pre-selected suppliers or consultants have known experience and proven capability relative to the requirements of the said particular contract.
The pre-bid conference is scheduled on December 12, while the submission and opening of bids will be held on December 28.
According to MaxDefense Philippines, the project involves: Supply and Installation of a new Combat Management System, Hull Mounted Sonar, and Radar Electonic Support Measures (proponent supplied equipment); and System Integration of the Proponent Supplied Equipment with the Government Supplied Equipment, which includes the Saab AN/SPS-77 Sea Giraffe AMB 3D radar, Identification Friend or Foe (IFF), FLIR SeaFLIR 230 EO/IR camera, as well as with existing ship subsystems including navigation, situational awareness, AIS, and other systems.
